NOTIFICATION OF OTHER BUSINESS

CHAIRMAN'S ANNOUNCEMENTS

Members are reminded that any declarations of interest in respect of any business set out in the agenda, should be declared as either a Disclosable Pecuniary Interest or Declarable Interest and are required to notify the Chairman of the nature of any interest declared at the commencement of the relevant item on the agenda.  Members declaring a Disclosable Pecuniary Interest must withdraw from the meeting for the duration of the item. Members declaring a Declarable Interest, wished to exercise a ‘Councillor Speaking Right’, must declare this at the same time as the interest, move to the public area before speaking to the item and then must leave the room before the debate and vote

(1)    The Chairman announced that Members of the public and the press may use their devices to film/photograph, or do a sound recording of the meeting, but asked them to not use flash and to disable any beeps or other sound notifications that emitted from their devices.  In addition, the Chairman had arranged for the sound of the meeting to be recorded;

 

(2)    The Chairman reminded Members that, in line with the Code of Conduct, any Declarations of Interest needed to be declared immediately prior to the item in question.

 

At the invitation of the Chairman, the Service Director Legal and Community/Monitoring Officer advised that the following Members had been granted dispensations and the reasons for the dispensations and where therefore permitted to take part in the debate, vote upon the item as well as any consequential matters in relation to the item of business until the Council considered the matter in 2019:

(3)   The Chairman asked that, for the benefit of any members of the public present at the meeting, Officers announced their name and their designation to the meeting when invited to speak.

LOCAL PLAN EXAMINATION AND MAIN MODIFICATIONS CONSULTATION pdf icon PDF 408 KB

REPORT OF THE SERVICE DIRECTOR - REGULATORY

 

To inform Members of the progress with the examination of the new Local Plan and to seek approval to conduct a consultation upon the Inspector’s proposed Main Modifications to the Plan and documentation produced under delegated authority.

RESOLVED:

 

 i.       That overall progress since Full Council’s decision of 11 April 2017 to approve the submission of the new Local Plan for North Hertfordshire (together with other associated documentation) for examination by the Secretary of State is noted.

 

ii.       That the range of additional documentation produced for the Examination to date under the delegated powers granted by Full Council on 11 April 2017 and listed in Appendix B is noted and endorsed.

 

iii.       That approval be granted to conduct a six-week consultation on the Inspector’s proposed Main Modifications to the Plan attached as Appendix C, to include consultation on the associated sustainability appraisal (Appendix D) as well as relevant additional documentation endorsed under Recommendation (ii).

 

iv.       That Officers continue to regularly update Members on the progress of the Examination, including any outcomes from the Main Modifications consultation, through the Strategic Planning Matters reports which are submitted to Cabinet.

 

REASON FOR DECISION:

 

To ensure that North Hertfordshire continues to progress a new Local Plan for management of development in the District.

The Executive Member for Planning, Enterprise and Transport presented a report to inform Members of the progress with the examination of the new Local Plan and to seek approval to conduct a consultation upon the Inspector’s proposed Main Modifications to the Plan and documentation produced under delegated authority.

 

Councillor Levett provided the background to the development of the Local Plan, along with reference to the volume of consultation responses received to the Proposed Submission Local Plan, through to the examination hearings.  Having provided a comprehensive summary of the Main Modifications the following Members asked a number of questions:

 

Councillors Needham, Cunningham, Weeks and Lovell.

 

These were responded to by Councillor Levett, the Strategic Planning Manager and Strategic Infrastructure and Projects Manager.

 

Having fully debated the matter, the Cabinet

 

RESOLVED:
